Even for becoming a Clerk in India, you need to pass certain tests. But to occupy important political posts, no tests are prescribed. These political functionaries frame rules for the babus, but they themselves are exempted from conduct rules. There is nothing wrong if we learn corruption from our Govt. After all, Govt. does not mean empty buildings. Let us start "Legalise Corruption" campaign.
